In most NYC buildings the "attic" is a cockloft — a low space between the top-floor ceiling and the flat roof, and usually the largest heat loss in the building. What R-value does the attic insulation need to reach?
Programs generally require a final value of R-38 or better in the attic or roof assembly. In a typical flat-roof walk-up that means blowing cellulose or fiberglass into the cockloft above the top-floor ceiling — done from above, without opening apartments.
Is the rebate paid up front or reimbursed?
In these programs the incentive is typically applied directly against the project cost rather than reimbursed later — the owner sees the net price before approving anything. It is not a loan and not a tax credit; the funding comes from the energy efficiency charge already collected on gas bills.
